ICQ webcam problems... only a black screen, no picture - help please!?

A friend and I both downloaded ICQ 7.5. When we connect to the video chat we both get a black screen, no video?? We have both updated direct x. Firewalls not blocking. When we connect on the video chat it does not initialize our webcams either - like turn them on automatically like other chat programs did. We have tried everything. Anybody out there know what the problem is?? Thanks.
