How do you potty train a dog that doesn't seem to get it?

I stand out there for 20-30 minutes sometimes and the dog doesn't get it. She goes and sniffs like she wants to and then doesn't do anything. She'll come inside and pee an hour later. She peed once outside and I praise her but she seemed afraid. I caught her a few times going in the house and interrupted her and took her out and she refused to go. Brought her back in and she waited a while and went again. I'm trying to take her out and then if she doesn't go crate her for 10 minutes and then take her back out but nothing seems to be working really. Any suggestions. I have other dogs and someone said that dogs like to go where other dogs go well this doesn't seem to be true for her
