My TV tutner gives this error "could not initialize capture device" can anyone help me out of this problem?

That usually points to a driver issue. Try looking up its status and properties in Device Manager. After that try reinstalling the device using the original driver found in the installation CD that came with the TV tuner when you purchased it.
