Can't Purchase On Steam? PLEASE Help?

I had the exact same issue when i was visiting some folks in the states. The steam support guy should give you a universal bypass link to the lockout and let you purchase your game. The reason it's failing is because steam is seeing you in an unusual location and is blocking access to any payments to protect your account from fraud.
